HDFC Bank has appointed former Finance Secretary and former Chief Election Commissioner (CEC) Rajiv Kumar as its proposed Part-Time Non-Executive Chairman, subject to approval from the Reserve Bank of India (RBI). The appointment marks a significant leadership development for India's largest private sector lender, which has been looking to strengthen its board following the resignation of former chairman Atanu Chakraborty earlier this year.

Rajiv Kumar has also been appointed as an Additional Independent Director for a four-year term effective June 30, 2026, pending shareholder approval. Upon receiving regulatory clearance, he will succeed interim chairman Keki M. Mistry, who has overseen the board since March 2026.

HDFC Bank's search for a new chairman began after Atanu Chakraborty stepped down from the position in March, citing personal concerns over certain developments within the bank. He served as Secretary in the Department of Financial Services before retiring as Finance Secretary in February 2020. Throughout his tenure, he played a pivotal role in shaping India's banking reforms during a period when public sector banks were dealing with elevated non-performing assets, weak capital positions and profitability challenges.

During his tenure at the Finance Ministry, Rajiv Kumar helped implement the government's comprehensive banking reform programme, widely known as the 4R Strategy—Recognition, Resolution, Recapitalisation and Reforms.

The initiative focused on identifying stressed assets, accelerating bad loan resolution under the Insolvency and Bankruptcy Code (IBC), recapitalising public sector banks and strengthening governance standards to improve lending practices.

He also played a central role in one of India's largest banking recapitalisation exercises, during which the government infused more than ₹3 trillion into public sector banks. Additionally, he was associated with the consolidation of state-owned banks, reducing the number of public sector banks while creating stronger and more competitive institutions.

Among the notable policy initiatives during his tenure was the enhancement of deposit insurance coverage from ₹1 lakh to ₹5 lakh, providing greater financial security for millions of bank customers across the country.

Rajiv Kumar has served on the Central Board of the Reserve Bank of India (RBI) and has been associated with the boards of State Bank of India (SBI) and NABARD.

After his tenure in the Finance Ministry, Rajiv Kumar joined the Election Commission of India as Election Commissioner in September 2020 before becoming India's 25th Chief Election Commissioner in May 2022.

During his leadership, the Election Commission successfully conducted several major electoral exercises, including the Presidential Election, Vice-Presidential Election, multiple State Assembly elections and the 2024 Lok Sabha Election, which involved approximately 969 million registered voters and recorded over 642 million votes, making it the largest democratic exercise ever conducted globally.

Managing such a complex electoral process further strengthened his reputation for institutional leadership and administrative capability.
