According to S Radha Chauhan, chairperson of the Capacity Building Commission (CBC), the next phase of the programme will focus on integrating capacity building directly into governance systems, decision-making processes and institutional culture across ministries, departments, states and grassroots agencies.

The initiative is expected to become a major pillar of India’s long-term “Viksit Bharat” vision by creating a future-ready administrative framework capable of handling rapidly evolving technological, economic and governance challenges.

Mission Karmayogi Changed India’s Training Architecture

Launched in 2020, the National Programme for Civil Services Capacity Building (NPCSCB), popularly known as Mission Karmayogi, introduced one of the most significant reforms in India’s government training ecosystem.

The programme moved away from traditional one-time training sessions and introduced a modern competency-based learning framework designed around job roles, governance priorities and measurable skills development.

The reform aimed to create a more responsive, technology-driven and citizen-centric bureaucracy capable of adapting to modern governance requirements.

The platform has standardised access to high-quality training content, allowing civil servants in different states and regions to receive uniform learning resources regardless of location.

According to S Radha Chauhan, this has significantly improved the consistency and reach of public sector training.

Officials noted that a government employee in Bhopal, Thiruvananthapuram or Nagaland can now access the same quality of learning material through the digital platform.

A major focus area for Mission Karmayogi 2.0 will be preparing government institutions for artificial intelligence-driven governance systems.

The CBC said public institutions must not only train individuals in AI-related skills but also modernise organisational systems and decision-making processes to effectively utilise emerging technologies.

The programme aims to develop capabilities related to:

  • Digital administration
  • Technology-based service delivery
  • Agentic AI systems

Officials believe India’s experience in scaling digital public infrastructure and governance training can become a model for developing economies seeking administrative modernisation.

The Ministry of External Affairs is also assisting in discussions with partner nations regarding collaboration on governance reform frameworks.
