NIA chargesheet alleges Umer Un Nabi revived a dormant extremist network, radicalised recruits and helped coordinate the logistics behind the November 2025 Red Fort blast
The National Investigation Agency (NIA) has named Umer Un Nabi, who was killed in the November 2025 Red Fort car blast, as a key figure and alleged mastermind in a wider terror conspiracy. According to the agency’s chargesheet, Nabi had been working over a period of time to revive a dormant extremist network and establish a module capable of carrying out attacks in India.
The NIA has filed a 7,500-page chargesheet detailing its investigation into the conspiracy. The agency has alleged that Nabi acted as the operational head of the revived Ansar Ghazwat-ul-Hind (AGuH) network and was involved in recruitment, radicalisation, clandestine meetings and logistical arrangements.
The allegations form part of the prosecution case and will be subject to judicial scrutiny as the legal proceedings progress.
NIA Alleges Revival of Dormant Terror Network
According to the chargesheet, Nabi allegedly worked to revive what investigators described as a dormant AGuH module. The agency has alleged that he sought to build a network of recruits and strengthen its organisational capabilities.
The investigation further alleges that Nabi attempted to influence recruits through extremist propaganda and encouraged an ideology centred on violent acts and martyrdom.
The NIA has also alleged that members of the network held meetings in Jammu and Kashmir and the Delhi-NCR region as part of their activities.
Encrypted Communication Under Investigation
The chargesheet states that members of the alleged module communicated through encrypted messaging platforms.
Investigators have examined digital communications and other electronic evidence as part of their effort to establish links between the accused and determine the extent of the alleged conspiracy.
The agency has alleged that the network involved multiple individuals who were assigned different responsibilities, including raising funds, arranging resources and identifying locations connected with the planned activities.
Investigation Examines Radicalisation and Recruitment
A significant part of the NIA’s case focuses on the alleged radicalisation of individuals associated with the module.
The agency has alleged that Nabi played a central role in influencing recruits and exposing them to extremist material. Investigators have also examined literature and digital content that, according to the chargesheet, promoted violent extremism.
The NIA is seeking to establish whether such material was deliberately circulated to facilitate recruitment and strengthen the alleged terror network.
Alleged Preparations for Terror Activities
The chargesheet alleges that members of the network made preparations for carrying out terrorist activities and that the conspiracy involved efforts to arrange funds, weapons and other resources.
The agency has also referred to meetings and training-related activities allegedly conducted by members of the group.
Investigators are examining the roles of different accused persons and the extent to which each individual allegedly contributed to the broader conspiracy.
Forensic Evidence Examined in Blast Probe
Forensic evidence forms an important component of the investigation into the November 2025 explosion.
According to the NIA chargesheet, forensic examination of material recovered following the blast detected traces of explosive substances. The agency has also referred to the recovery of chemicals and laboratory equipment during the investigation.
The evidence is being relied upon by investigators to support their allegations regarding the preparation and use of explosive material.
Vehicle Used in Red Fort Explosion
The NIA has alleged that the vehicle involved in the November 10, 2025 explosion had been converted into a vehicle-borne improvised explosive device.
According to the chargesheet, Nabi was inside the vehicle when the explosion occurred. Investigators have also alleged that a second-hand vehicle was procured as part of the wider conspiracy.
DNA analysis of biological material recovered from the blast site was cited by the agency as evidence identifying Nabi.
The details surrounding the vehicle, explosive material and forensic findings are now part of the evidence that will be examined through the judicial process.
November 2025 Blast Claimed 11 Lives
The explosion near the Red Fort on November 10, 2025, resulted in the deaths of 11 people, while another 29 people were injured.
The blast also caused damage to vehicles and property in the surrounding area, triggering a major security and counter-terror investigation.
The NIA subsequently took up the case to investigate whether the incident was an isolated attack or part of a larger organised conspiracy.
NIA Focuses on Wider Conspiracy
Rather than limiting the investigation to the blast itself, the agency has sought to establish the broader network allegedly operating behind it.
The chargesheet examines the alleged process of recruitment and radicalisation, communication between members, financial arrangements, procurement of resources and preparations for terrorist activity.
The investigation is therefore aimed at identifying not only those directly connected with the explosion but also individuals allegedly involved in facilitating the wider conspiracy.
Digital and Physical Evidence Under Scrutiny
The investigation has involved the examination of electronic communications, documents, forensic material and physical evidence recovered during searches.
The NIA has alleged that the combination of these materials provides evidence of coordination among members of the suspected module.
The admissibility, reliability and evidentiary value of these materials will ultimately be determined through the legal proceedings.
Security Agencies Step Up Vigilance
The case has renewed attention on the challenge of identifying dormant extremist networks and preventing their reactivation.
Security agencies increasingly rely on intelligence gathering, digital investigations, financial tracking and coordination between central and state authorities to identify potential threats before they result in violence.
The investigation also highlights the importance of monitoring attempts to recruit and radicalise individuals through online platforms and closed communication networks.
Legal Proceedings to Determine Allegations
The NIA chargesheet represents the agency’s findings and allegations following its investigation. The accused persons and other parties involved in the proceedings will have the opportunity to present their defence before the court.
The final determination of criminal responsibility will depend on the evidence presented and the judicial process.
The Red Fort blast investigation is expected to remain under close scrutiny as the courts examine the alleged conspiracy, the evidence collected by investigators and the respective roles attributed to the accused.
