EMA’s positive CHMP opinion for Pebrilzo marks a key regulatory milestone for Biocon Biologics, with the drug aimed at expanding access to treatment for HER2-positive breast cancer

Shares of Biocon gained nearly 3 per cent in Monday’s trading session after the company announced a major regulatory milestone for its Pertuzumab biosimilar. The drug, marketed under the brand name Pebrilzo, received a positive opinion from the European Medicines Agency’s Committee for Medicinal Products for Human Use (CHMP), bringing the product closer to potential marketing authorisation in the European Union.

Biocon shares rose 2.6 per cent to an intraday high of ₹395.10 on Monday before paring some gains. The stock has remained volatile in recent months, moving from a 52-week low of around ₹337 in April to a 52-week high of about ₹447 in July.

The latest regulatory development has added another potential growth catalyst for Biocon’s biologics business, particularly as the company continues to expand its portfolio of biosimilar products across major global markets.

Pebrilzo Receives Positive CHMP Opinion

The EMA’s CHMP adopted a positive opinion on September 17, recommending the granting of marketing authorisation for Pebrilzo, a 420 mg concentrate for solution for infusion containing pertuzumab. The product is being developed for the treatment of breast cancer in adults.

Pertuzumab is a monoclonal antibody that targets the HER2 receptor, a protein that can promote the growth of certain breast cancer cells. Pebrilzo is a biosimilar of Perjeta, the reference medicine containing pertuzumab that has been authorised in the European Union since 2013. The EMA states that available data demonstrate comparable quality, safety and efficacy between Pebrilzo and the reference product.

The CHMP recommendation is particularly significant because Pebrilzo is the first biosimilar medicine recommended for approval under the EMA’s newer tailored clinical approach. The approach places greater emphasis on analytical and pharmacological evidence when establishing biosimilarity, potentially reducing the need for extensive clinical studies in appropriate cases.

Final European Approval Still Pending

The positive CHMP opinion does not itself constitute the final marketing approval.

Following the CHMP recommendation, the application moves to the European Commission for a final decision. If the Commission grants marketing authorisation, the product information and Summary of Product Characteristics will subsequently be made available across the European Union, with the European Public Assessment Report published by the EMA.

This makes the European Commission decision the next important regulatory milestone for Biocon and Biocon Biologics.

Multiple Breast Cancer Indications

According to the EMA, Pebrilzo is intended for use in combination with trastuzumab and chemotherapy in certain patients with HER2-positive early breast cancer.

Its recommended indications include neoadjuvant treatment of adults with HER2-positive, locally advanced, inflammatory or early-stage breast cancer who have a high risk of recurrence, as well as adjuvant treatment of adults with HER2-positive early breast cancer at high risk of recurrence.

The recommendation also covers certain patients with HER2-positive metastatic or locally recurrent unresectable breast cancer. In that setting, Pebrilzo is intended to be used in combination with trastuzumab and docetaxel for eligible adults who have not previously received anti-HER2 therapy or chemotherapy for their metastatic disease.

The breadth of the proposed indication gives the product potential exposure across multiple stages of HER2-positive breast cancer treatment, subject to final regulatory approval.

Biosimilars Emerging as a Major Growth Opportunity

The development highlights the growing importance of biosimilars in the global pharmaceutical industry.

Biological medicines can be expensive because of their complex manufacturing processes. Biosimilars are designed to be highly similar to already approved biological reference medicines and can provide additional treatment options once regulatory requirements are met.

For pharmaceutical companies such as Biocon, biosimilars can also provide access to large international markets while leveraging established development, manufacturing and regulatory capabilities.

Biocon Biologics has built a portfolio spanning areas such as insulin, oncology and immunology, making the Pertuzumab programme strategically relevant to the company's broader biologics expansion.

Capacity Expansion Adds to the Growth Story

The Pertuzumab regulatory milestone comes alongside Biocon’s broader efforts to expand manufacturing capacity and improve utilisation.

According to Axis Securities, Biocon has made progress in expanding its Malaysia insulin manufacturing capacity, with commercial supplies from the additional capacity expected to support growth. The brokerage has also highlighted investments across fermentation and peptide platforms as potential drivers of increased utilisation and operating leverage.

The brokerage has identified several potential catalysts for Biocon, including biosimilar products, insulin opportunities and partnerships, while pointing to a combination of revenue growth, improving margins and lower interest costs as potential contributors to profitability.

Axis Securities had identified Biocon as its “Pick of the Week” in a September 18 report and assigned a target price of ₹424 over a six-to-nine-month horizon. This represents the brokerage’s stated view and should not be interpreted as a guaranteed outcome.

Biocon’s Recent Stock Performance

Biocon’s stock has experienced a significant swing during 2026.

The shares climbed from around ₹337 in April to approximately ₹447 in July, representing a rise of more than 30 per cent from the 52-week low. The stock subsequently corrected, leaving it around 12 per cent below its 52-week high based on Monday’s intraday levels.

The reaction to the Pertuzumab development indicates that investors are closely watching regulatory approvals and product launches as potential drivers of future earnings growth.

However, the stock’s recent volatility also highlights the importance of broader factors, including execution of the biosimilars pipeline, product launches, manufacturing utilisation, pricing pressure and the performance of Biocon’s different business segments.

What the Pertuzumab Approval Could Mean for Biocon

If the European Commission grants final marketing authorisation, Pebrilzo would provide Biocon Biologics with another biosimilar opportunity in the European oncology market.

The commercial opportunity will depend on several factors, including the timing of launch, competitive intensity, pricing, market access and physician adoption. Biosimilar markets can face significant competition once multiple players enter, meaning regulatory approval is an important milestone but does not by itself determine the eventual commercial performance of a product.

For Biocon, the significance extends beyond a single product. Successful regulatory execution can strengthen the company’s position in complex biologics and demonstrate its ability to navigate evolving regulatory pathways in developed markets.

Key Risks for Investors

Despite the positive regulatory development, investors will need to monitor several risks.

The first is regulatory execution. The CHMP recommendation still needs to be followed by the European Commission’s final decision.

The second is commercial competition. The biosimilar market can be highly competitive, with pricing and market-share dynamics affecting the revenue potential of individual products.

Execution risk also remains relevant. Biocon will need to translate regulatory approvals into timely commercial launches while maintaining manufacturing quality, capacity utilisation and cost efficiency.

Investors will also continue to track the performance of Biocon’s broader biosimilar portfolio, insulin business, research pipeline, debt levels and profitability trajectory.

Market Outlook

Biocon’s latest regulatory milestone strengthens the company’s near-term news flow, with the European Commission’s final decision on Pebrilzo now emerging as the next key catalyst.

The CHMP’s positive opinion confirms that the Pertuzumab biosimilar has cleared an important regulatory stage and is eligible to move toward potential European marketing authorisation.

For the stock, attention is likely to remain divided between the potential contribution from new biosimilar launches and the company’s broader earnings trajectory. Capacity expansion, product approvals, commercialisation, margins and operating leverage will remain important factors in determining whether the regulatory progress translates into sustained financial growth.

The immediate focus, therefore, will be on the European Commission’s decision and subsequent commercial-launch plans for Pebrilzo, while investors will continue to assess the product alongside Biocon’s wider biosimilars and biologics pipeline.
